When a job opens up in an organization, they tend to create a job description, open up for applications, review the applications, interview the best applicants and then hire based on this process.

Should we consider doing this on a regular basis for the entire organization?

If you opened all jobs up and carefully looked for the best people for each job, how different would your organization look? Would this be a good thing or a bad thing?
